DAI has provided acquisition support to its customers for over 5 years. Some examples include:

  • Prior to the announcement of the Ground-based Midcourse Defense (GMD) deployment, DAI led the analysis of 37 technical alternatives and system architectures for defense of the US against ballistic missiles. DAI employed models and simulation techniques to evaluate cost, schedule and technical performance.
  • DAI supported the GMD program in the planning, development and translation of program initiatives into Engineering Change Proposals (ECPs) for four major modifications to the GMD prime contract. These ECPs facilitated the construction/activation of new GMD operational/test sites that contained radars, missiles, communications networks, and/or tactical facilities. 
  • DAI worked closely with the GMD Joint Program Office (JPO) during the contract modifications to support the “Alpha” contracting process. Alpha contracting requires the customer and contractor work closely together during RFP and proposal development to ensure timely and accurate contracting. DAI worked with the JPO to establish strategy, business objectives, and staffing requirements. The company then facilitated team development, alpha meetings, acquisition project schedule development and critical path analysis.
  • During the acquisition cycle, DAI personnel conduct strategic planning and analysis, cost analysis, contracting preparation, identification of OMA needs, procurement planning, RDT&E appropriations planning, technical management, application of acquisition reform, system acquisition management, and integrated logistics support. DAI also manages budgets, documents project activities and develops briefings for senior civilian personnel and flag officers. 
  • DAI facilitated the evaluation of current program capabilities (including launch sites, launch vehicles, radars, communication networks and fire control systems), planned technology upgrades, and forecast schedules and costs.  Additionally, DAI developed a web-based GMD Capability Enhancement Database (GCED) for tracking GMD system and component needs.  The GCED was employed as the principal tool for GMD strategic planning for technology development, transition, integration and insertion. 
  • DAI has supported GMD in site activation planning/execution for both deployment of and enhancements to the GMD program, which contributed to the ability of the government to integrate/de-conflict the GMD program activities. DAI contributed to the development, certification and maintenance of an integrated schedule for site activation and deployment (fielding) of all Test Bed assets and development and test activities across the GMD program.
